The Early Learning Community Liaison supports safe, welcoming, and responsive early learning environments by connecting children, families, early learning programs, and community resources. Using a trauma-responsive and relationship-based approach, this role supports facility and neighborhood safety, emergency preparedness, crisis prevention and de-escalation, family engagement, and community partnerships. The Early Learning Community Liaison also connects families to essential services and supports overdose response preparedness, including Narcan administration, to help ensure programs remain safe, accessible, and responsive to the needs of the communities they serve

Responsibilities:

  • Community Safety & Neighborhood Engagement
  • Monitor neighborhood conditions that may impact children, families, and staff, including homelessness, substance use, mental health crises, public safety concerns, and environmental hazards.
  • Build relationships with community organizations, outreach teams, public health agencies, and local partners to promote safe and accessible early learning environments.

Facility & Safety Coordination

  • Conduct routine site safety assessments, identify facility-related concerns, and coordinate with internal teams and external partners to address maintenance, environmental, and safety issues.
  •  Support licensing compliance and emergency preparedness efforts across program locations.

Emergency Preparedness & Response

  • Assist in the development and implementation of site-specific emergency plans, conduct safety drills, maintain emergency supplies, and provide support during emergencies to ensure the safety and well-being of children, families, and staff.

Crisis Prevention & De-escalation:

  • Utilize trauma-responsive de-escalation strategies to support staff, families, and community members experiencing crisis situations.
  • Assess situations and coordinate with emergency responders, mobile crisis teams, or community-based service providers when appropriate.

Community Health Response:

  • Maintain training in overdose recognition and response, including Narcan administration, and support implementation of agency protocols related to overdose prevention, emergency response, and community health and safety.

Data Collection:

  • Maintain accurate records of safety concerns, incidents, referrals, and community activities. 

Community-Based Problem Solving:

  • Identify emerging community needs and collaborate with internal and external partners to develop solutions that support children, families, and program operations. 

Transportation & Access Support:

  • Address barriers that impact family access to services and early learning programs, including transportation, neighborhood safety concerns, and resource navigation.

Required Knowledge, Experience & Skills

Education:

  • High school education
  • The ability to get 12 ECE units within one (1) year of employment

Experience: 

  • Experience working in early childhood education, family support, community engagement, or a related field.

Knowledge/Skills:

  • Proficiency in reading, writing, and speaking English to effectively communicate with staff and clients.
  • Knowledge of trauma-responsive practices, de-escalation techniques, emergency preparedness, and community safety.
  • Knowledge of community resources and support systems serving children and families.
  • Ability to respond calmly and effectively in crisis situations and diverse community settings.

Physical Demands:

  • Field Travel & Vehicle Operations: Frequently travel via personal/company vehicle or public transit to conduct home visits, attend court/agency hearings, and meet families across diverse neighborhoods in San Francisco. Must be able to driver/transit operate safely in varied traffic and weather conditions.
  • Residential & Environmental Mobility: Constantly navigate non-standard, varied home environments, including ascending/descending multiple flights of stairs, walking on uneven terrain, and working in constrained residential or community spaces.
    Vision Capabilities: Frequently require strong visual acuity, depth perception, and peripheral vision to monitor child/family environments, assess home safety conditions, review case files, and safely drive or navigate urban areas.
  • Fine Motor Skills & Finger Dexterity: Frequently use hands, wrists, and fingers to complete electronic intake forms, handle case files, operate mobile devices/tablets, assemble emergency supply packages, and process documentation on-site.
  • Lifting & Transporting Supplies: Frequently lift, carry, and transport family support supplies, food boxes, emergency relief packages, and mobile office equipment weighing up to 30 lbs, and occasionally up to 50 lbs.
     

Cognitive & Mental Demands

  • Crisis Management & Rapid Assessment: High mental acuity to assess home environments, identify child safety or family stability risks, and execute rapid crisis intervention or de-escalation strategies as needed.
  • Field Autonomy & Judgment: Ability to work independently in the field, exercise sound judgment regarding personal safety, navigate complex social service systems, and make ethical decisions without immediate, direct supervision.
  • Trauma-Informed Relationship Building: Exceptional empathetic listening, cultural humility, and emotional endurance to build trust with families navigating system-involvement, poverty, housing instability, or trauma.
  • Case Management & Organization: Strong analytical, planning, and organizational skills to maintain detailed, timely case notes, track multi-family service plans, meet reporting deadlines, and manage competing crisis priorities.
  • Communication & Advocacy: Excellent verbal and written communication skills to advocate fiercely for families with external agencies (e.g., housing authorities, medical providers, legal services) and effectively convey critical updates to internal care teams..

Required Knowledge, Experience & Skills

  • Bachelor’s Degree in Child Development or Bachelor’s degree in a related field and 18 ECE units.
  • Minimum 3 years’ experience working in an early education setting.
  • Must have at least 3 Infant/Toddler units.
  • Experience working in a non- profit environment is required
  • Knowledge/Experience/Skills Required:
  • Bilingual and biliterate in English/Spanish
  • Experience providing training and professional development using adult learning principles

Compensation and Benefits

  • The pay range for this position is $23.26 - $34.98.  A new hire generally starts between $23.26 and $29.08 The final salary offer will be determined after reviewing relevant factors, including but not limited to skills sets, relevant experience, internal equity, and other business and organizational needs.
