The Family Services Specialist works with families to evaluate program eligibility, performs intake interviews and subsidized child care needs assessments with all eligible target population families. Counsels and assists families in locating child care services and provides appropriate supportive services and community resource.


Primary Responsibilities Include:

  • Conduct timely child care eligible and need intake Interviews and annul recertifications, according to program guideline.

  • Counsel and maintains annual caseload of families with accessing child care subsidies.

  • Enroll target population families into the Early Learning Scholarship Programs as directed by the Manager.

  • Orient families and child care providers to child care Early Learning Scholarship system.

  • Ensure families are in compliance with program regulations and policies

  • Perform accurate and timely data entry relevant to caseload and in accordance with program and policy requirements.

  • Document phone conversations and case intakes with parents, child care providers, and other social services providers.

  • Respond to inquiries and provide timely communication to Scholarship Specialist, provide coordination regarding client’s child care status, to enable timely and accurate provider payments.

  • Assist and guide new and existing families through ELSF during their application, selection, and enrollment process.

  • Conduct workshops and orientations for parents as needed.

  • Maintain an ongoing communication and follow-up with parents, child care providers, and other social services providers regarding the child care needs of clients, including policies and procedures of programs.

  • Attend and proactively participate in all meetings relevant to services delivery and staff professional development. Represent the Agency in the community and collaborate with other community based organizations.

  • Participate in department team projects and cross trainings. Assist in other agency activities as needed.

  • Provide resources and/or make an enhanced referral to other agencies when appropriate.

  • Assist with Agency’s contract compliance. Understand, follow, and implement policies and procedures that are mandated by local government.

  • Report suspected child abuse as mandated.

  • Other duties as assigned.

Knowledge/Experience/Skills:
  • Excellent interpersonal skills.

  • Knowledge of child care issues and child care delivery system.

  • Good verbal and written communication skills.

  • Knowledge of San Francisco community resources.

  • Experience working with limited English speakers and diverse populations.

  • Proficient with MS Office Suite and working knowledge of database.

  • Bilingual in English and one of following language: Spanish, Cantonese, Mandarin and Vietnamese.

  • Be a team player and supported to colleagues.

  • Ability to work some evenings and weekends.

Education:

  • Associate’s degree in Education, Social Science, Business Administration, Accounting or Human Services. AND

  • Two years of experience working in Administrative or Case Management functions in agencies serving families OR: Bachelor degree in Education, Social Science, Business Administration and Accounting or related field Experience of Early Head Start or Head Start will be a plus

  • Frequently walks, uses hands to finger, handle or feel objects, tools, or controls, and talks and hears.

  • Often required to stand and sit; reach with hands and arms; and stoop, kneel, crouch, bend, squat, or crawl.

  • Ability to lift and carry up to 25 pounds and in case of emergency a 40-pound child.

  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
