, ,The Early Learning for All Program Supervisor is responsible for implementation of the Ealy Learning for All programs including fully funded tuition credit program's contract compliance, supervision, staff training and inter-agency and external communication. He / She will have demonstrated knowledge of federal, state and local regulations, policies and procedures and best practice for administering citywide subsidies and will work with the Early Learning for All Program managers to standardize procedures and fidelity of practice for the program.
Full - time 8:00 - 4:30 pm | 40 hours per week

Primary Responsibilities Include:
- Provide leadership, direction and guidance to the Program Enrollment Specialist team.
- Coordinate enrollment for clients eligible for the ELFA by organizing and assigning cases pulled from the Early Learning SF or referred by the Resource and Referral Specialist.
- Develop written program procedures based on program policies for the Early Learning for All Program including fully funded tuition credit program under the direction of the Early Learning for All Program Manager.
- Manage the daily operations of the Enrollment team for the family eligibility, selection and enrollement.
- Ensure the Department has up-to-date policies and procedures that reflect Title 5, CDE and Department of Early Childhood regulatory changes.
- Assist program manager to update Parent handbook to align with Operating Guidelines when needed.
- Conduct staff training and updates including revision of policies, procedures, program database (CC4) and guidelines to ensure staff have clear standardized procedures.
- Develop all program forms and communication templates for providers and parents in our programs including updates and revisions, as needed.
- Conduct orientation, training and onboarding as required for effective program operation and staffing consistent wiht the protocols of the department.
- Conduct webinar for providers and families related to ELFA program as needed, internal and external meetings related to program planning and service.
- Ensure effective, on-going communication and follow-up with parents, childcare providers, community partners and funders.
- Supervise, guide and train staff including monitoring of practice, offering regular feedback and coaching to meet professional development goals.
- Participate in internal and external planning with Community Child Care Licensing and Dan Francisco Children's Council as needed.
- Develop the procedures and conduct the file review to ensure quality assurance.
- Cover Enrollment Specialist to enroll new families into ELFA program and case management.
- Work with the program manager to create systems for staff to report suspected child abuse and client complaints.
- Report on suspected child abuse and follow up as mandated.
- Participate in agency's activities as needed
- Other duties as assigned include participating in ongoing professional development and handling additional tasks as required to support the overall goals and operations of the Early Learning for All Program.
Knowledge/Experience/Skills Required:
- Minimum of two years' experience working with state and /or federal child care subsidies; knowledge of the need and eligibility requirements.
- Excellent interpersonal, verbal and written communication skills.
- Detailed oriented, analytical, ability to multi-task and demonstrated experience implementing effective quality assurance protocols.
- Proactive problem-solver, self-driven with strong project management skills.
- Demonstrated ability to work effectively with diverse groups of clients, staff and communities.
- Proficient in Microsoft Office programs (Power Point, MS Word), Google workspace, and database management.
- Ability to work as a team as well as independently and practice sound judgement.
- Team player with the ability to work independently and manage time effectively.
- Demonstrated ability to institute confidentiality protocols.
- Ability to work some evenings and weekends.
Education Required / Skills:
- Bachelor's degree in Education, Public Administration Accounting, Psychology, or related field. Or Two Years' work experience un state and/federal childcare subsidies field or Early Head State or Head Start Program.
- Proficient in English ( reading, writing, speaking). Bilingual in Spanish or Cantonese/Mandarin

- Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
